what is the standard procedure for changing my name?
And when should I start if the wedding is in September?

When applying for your marriage license, you will be asked to write your new name on it. After you receive the marriage certificate (2-3 weeks after the wedding), then you go to SS, DMV & passport. Credit Cards you can do over the phone.
