You have to go to Jamaica unfortunately, it's the main office and you have to go to them for a name change. Sorry.

You'd have to ask Matilde. I don't know what it's like that early. I went late morning on a day off that I had and had to park in a garage, there's not really street parking directly around the building since it's a government building, but there's lots of garages. But a few blocks away there might be street parking that early.

There should be street parking if you go early BUT it is all meter parking. My SIL found a spot right across the street so you might luck out!

There are a bunch of pay by the hour garages around there.

Don't park too far though. It is still dark at that time and its not the best neighborhood.
