To play Devils Advocate I highly doubt there is anything in the AA handbook that discusses what to do when a pervert starts masturbating in your hair. The stewardess migth have asked him to move but AA is not known for having alot of burly males aboard their flight crew like Jet Blue.

So while I am NOT saying they were right if they totally ignored her, because she obviously was in distress, it seems unlikely they did totally ignore her and the situation if the plane was a crammed flight like they normally are.
