ELED teachers with SPED certification

Sorry I'm crashing but this is NWR at all! I'm completing my MsEd in Elem Education and want to get my Special Ed certification. Should I graduate with the MsEd and then apply through the state or should I just complete the CAS program at Hofstra before I graduate? If you did it through the state, did you have to take many additional courses?
