Rosa Mexacana by Lincoln Center is always good, they make fresh guacamole at your table and the best frozen pomegranate margaritas. Mustang Harry's & Mustang Sally's are also good and they are both within a couple of blocks away from Penn Station.

You don't need a reservation for any of those places and they might get crowded, but it depends on the time of day that you go. There is also a place called Heartland Brewery near Rockefeller Center,
