What would you do if you couldn't remember if you sent one to someone or not? I don't know if I should send another and mention that they might be getting two or should I just pretend like I never sent one

Play dumb and ask them if theirs had come in the mail yet. Then when they say no, instantly apologize, blame it on the post office, and write it.

Yeah, I asked people what they thought of the TY picture, just to see if they got the card at all.

This is a very 'proper Uncle' and I don't speak to him that often. I may try your idea though, I admit I used it on someone that was on my 'C' list

Well, if he is proper, it would be acceptable to ask him what he thought of your picture. Was it mature enough?
