If I were inviting someone with a guest-do I write Ms. Jane Smith & Guest on the outer envelope? or just Ms. Jane Smith and then write Jane Smith & Guest on the inner envelope? I really didn't want to have to write anything on the inner envelopes, but if need be I will.

the '& Quest' goes on the inner envelope. The outer envelope is to be addressed to the person(s) receiving the invite.
