Yes, I think 'one' is the only number that's supposed to be spelled out.

anythinhg from 1-9 can be spelled out,
one deer run road
two deer run road
three deer run road
After 9, then you use the number itself
15 deer run road
590 deer run road

It should be
One Deer Run
Any number from 1 to 9 should be spelled out.
