Well, we're not inviting little little kids but there are older kids that we are fine with having but aren't really old enough to get their own invites. How would you address them on the parents' invites???

the inner envelope is used to list everyone invited such as kids also. It was on some invitation etiquette site, i remember seeing this when i looked it up for my e-party invites.

ai ai ai!
We had decided that only kids over 18 would get their own invites and thats how we ordered them... i mean, a 13 year old wouldn't bring a guest right?
I've mostly been addressed on my parents invites until around 18 years old but I just can't remember how it was written...

Gotcha!
Now I'm gonna get specific lol
How exactly would you write the kids names?
Mr. & Mrs. Smith & Mary & Michelle
or
Mr. & Mrs. Smith Mary & Michelle
or something else?

knowing a 13 year old they probably would bring a guest lol
the outer envelope is simple to write mr and mrs smith...or even if lets say you invite somebody that is not married and allowing them to bring a guest, you dont write on the outer envelope and guest. All this gets written on the inner envelope including full names. So lets say you invite a married couple and one daughter, then it would be just Mr and Mrs. Smith on the outside and on the inner envelope it would say Mr. Michael Smith, Mrs. Janet Smith and lets say daughters name Ms. Cathy smith. Same for and guest, if its a single person you would write on the outside, Ms. smith and inner envelope would say Ms. Nancy smith and guest

here i looked it up, wanted to give you the write answer without just trying to remember what it said
the 2nd option of what you wrote is correct
here is what i found on a site
The Inner Envelope If you decide to use an inner envelope then it should be addressed as if you were hand delivering it. - You should exclude the first names of the recipients e.g. Mr. and Mrs. Blackfield. - If there are children who you are also inviting then you should write their first names below the parents' names in order of age e.g.
Example: Mr. and Mrs. Blackfield Alyssa, Megan and Ben
- Any children over the age of 16 should receive their own wedding invitations. - If an invitation to a single guest extends to an unknown escort, address the inner envelope with your friend's name followed by 'and Guest.' Example: Miss Blackfield and Guest
If you are using inner envelopes then place the inner envelope in outer envelopes with the front of the inner envelopes facing you.

Re: Addressing kids on invites?
here is something else i found regarding kids
The names of children may be omitted from the outside envelope if an inner envelope is used. If no inner envelope is being used, you can use the second line of the address on the outer envelope for children's names. The words 'and Family' should not be used on the outer envelope but is acceptable for the inner envelope.
It is not necessary to use titles for the children's names and they may read John, Jr. and Jennifer Jones on the second line. If titles are used for children: Boys should be addressed either as Mr. or Master; Girls addressed as Miss (do not use a period after the title of Miss, it is not an abbreviation). Multiple sons may be addressed as Messrs. (Messrs. Peter and Paul Doe). Multiple daughters may be addressed as Misses (Misses Susan and Shelia Doe). Miss is generally used for single girls under the age of 18, using Ms. for those 18 and over. Master is generally used for boys under the age of 13.
Names of children should appear in the order of their ages, the oldest first. Children of guests that are eighteen years of age or older should receive separately addressed invitations.

Inner envelope: Mr. & Mrs. Smith Johnny
