I didn't look into her, but brides on here often refer T E S S A (minus the spaces) for invites. One girl said she was quoted $3 per invite.
I'm making mine myself for about $2.75 per invite (pocketfold ones)

If you go through yourethebride.com you get 35% off all invites - they have a lot of the same ones as Party City, which only gives you 30% off.
I was able to get very nice invitations from this online site. Less than $200 for 100 invites and response cards.

we were SHOCKED at how much invitations were going for! we looked at some invites that were $17 per invite!!! OUCH!!!
but, the people we worked with (Fat Cat) were amazing... she showed us EVERYTHING, from most expensive to least expensive... we ended up getting them for about $3 per invite! they are so plain and i love them!

costco.com was absolutely amazing. They had such a huge range, and the same brands that every store has. You can make your own proof and play around with different fonts and size and stuff right online. They come really fast too! I went and looked at a lot of the books at other stores, and then ordered from Costco. I think I spent under 250 total for 125 invites, response cards, lined envelopes, return address on envelopes. There were ones that started at $70. check them out!
