We can't throw rice or rose petals at my church and FH did not want bird seed (not traditional enough). So, since we can't throw anything due to the church's and FH's standards, I bought little silver bells and tied ribbon in our colors to them. Each guest will be given a bell to raise high in the air and ring.
I wanted to do rose petals but our church won't allow it, so we're probably having people throw the heart-shaped rice substitute (safe for birds).

My church won't let us throw anything either. We are doing ribbon wands instead. If we COULD throw anything, I'd def go with rose petals! They just add a splash of color that are beautiful in pics! HTH!
