When they give you the price just ask if its flexible or if they have a similar date that is slighly less money. And then ask what you get for that price and if you can get anything added on. Whats the worse that happens...they say no?

Say to them 'wow' that is a lot more than I am looking to spend and ask them if there is things that you can work on with the menu that will make it cheaper for you. Tell them that you really love the place but, you are trying to stick to a budget.

Re: Am I asking the wrong questions?
We did better asking for things thrown in then actually lower the price. However, when we were down to our top two places we went to our top choice and told them how much less our other choice was, which was significantly less. It didn't take much convincing for them to meet us halfway, which was quite a lot off our original quote and exactly where we wanted to be. What I learned from the whole process is that it never hurts to ask! The worse they will say is no. Be honest with them. Tell them you have a budget and what can they do with it (I did this especially for flowers). If not, take your business elsewhere. There is always someone who will negotiate - we did it with every vendor.
HTH! Good luck.
