Two houses down there is a dog that is tied up to the railing of the porch. The dog is there every evening when I get home. There looks to be water out but I am not sure if there is anything in the dish. The dog never appears to be in distress...just lonely and sad. Today when I got home, once again the dog is tied up outside but it is pouring and the dog is barking. There is no shelter for the poor thing.
What should I do. Should I knock on the door of the house? If I did, what would I say? I want to go back later and see if the dog is still there. Or should I call and report my concern?

i wouldnt' go to the house myself...i think i would call someone up to report animal cruelty.....it's probably anonymous, so they'll never know it was you who called....
people who would mistreat an animal like that probably wouldn't have a problem mistreating a human either!

Call the ASPCA immediately! You can be totally anonymous when you call. I don't know the number but I'm sure it's in your phone book. It's against the law to not provide an outdoor shelter for your dog!!

I am going out to check to see if the dog is still outside...if it is I will call.
I just feel so bad for this dog...it doesnt even look like its full grown yet.

Definetely cal the ASPCA immediately. They follow up on every call. They will drop by the house and check if the dog is in decent living conditions.

CALL the ASPCA, as the other people stated, they will follow up the complaint, and I would even call and follow up with them a week later to be sure they investigated.

I'm not sure what county you're in, but you should definitely call the ASPCA and, if you are in NYC, they can send Humane Law Enforcement to investigate. If you're in Nassau or Suffolk, they might still be able to recommend someone to call. I'm pretty sure there's a law in NY that owners must provide shelter for their animals in inclement weather (certainly the case today). Let me know if I can help.

I called ASPCA and they took the information. I was worried because the dog looks ok...but I just don't think it should be tied up in a rain storm with no shelter. They were very nice and said they would go and talk to the owners. Later that night my husband and I walked over and the dog was inside....I felt much better b/c I couldn't stop thinking about it.
I hope today the poor thing is indoors when I get home...there is supposed to be storms again...

Ditto....if an animal is kept outside (other than just walking it) legally, some shelter from the elements MUST be provided.
The number should be in the 'Blue Pages' part of your phone book, or you can just call the operator or 311 if you are in NYC.

you're a wonderful person for noticing the poor doggie and doing something about it!
even if it wasnt' intentional...those people were abusing the animal, and your call made a difference!!!
