I am putting the guest list together and I know it's supposed to be close friends and relatives BUT do you also invite the one's that are out of town even though you know they can't make it? I don't want to offend anyone.

Usually, yes. I know my shower is pretty much going to be any woman invited to the wedding is invited to the shower.
ETA: besides what's the worst that could happen? They don't come but send you a gift anyway????
