Anyone know of an inexpensive ceremony location?

Ok, I'm running out of ideas for a ceremony location. I can do it at the Knights of Columbus where I'm having my reception but really want to have the ceremony be a separate and special thing. Looking for something that would be under $500 and preferably indoors in case of weather. Was so hoping the Historical Chapel in Woodbury would fit the bill, but I just called and they cost $800. Looking for something in Nassau County.
If I decide on outdoor ceremony, does anyone know if you need special permission to have it in a park?
