ANYONE OR YOUR FH/DH KNOW MUCH ABOUT RIMS??? (FOR TRUCK)

My brother is really out of control with his Lowrider Show Truck...he is DYING to get those rims that keep spinning even when you stop....but the price he got was 3 Grand...anyone know of any places to get them cheaper? or Anyone have any referrals to check on this??
