I had called them a while ago to ask about the permit and they said that you just show up day of and pay the permit fee. This sounded weird so I just called again and they said the same thing. I wanted to go there at about 9am on Sunday and they said sometimes the office opens at 9, sometimes 10. I said ok so i guess well come at 10, then lady said no come at 9 and if someone sees you taking pictures just go fill out the forms them. Does this sound bizarre to anyone else?

no...that's how it works.
if ure not going in a wedding gown and a whole lot of people...you can probably get away without getting the permit there since the place is so big.
they say to get it that day because its nonrefunable...so if it rains...and u decide not to go...u wouldnt get your money back.
if u do get the permit...it takes like 5 min. u can pick up the paperwork before hand and then just pay that day.
i just noticed that u meant for this sunday which = your wedding day...i think ure going to need the permit since they'll see u in the dress w/people...itll be fine. just pay when u get there...the office is right next to where u park the cars. if theyre not there...just start taking pics and if they stop you just have someone explain that u were there at 9 and they werent open etc.
