anyone work with SAS (database)?

I need to create a new database at work (or hire a consultant to create one) and I thought I'd use Access, but someone recommended SAS. I have no idea what it even is. Anyone use it?

My company has phased out SAS because it costs money to maintain; we even get charged per computer for some reason. From my experience Access is easier to understand and more people are familiar with it. I would go with that.
