I have to fill out a form and fax it back to HR at my new job. They said that they are not going to speak to my current employer, but can still do the background check. What exactly are they going to do?
Does anyone work in HR?

I don't work in HR, but I think the background check they cna see where you've lived, if you have any criminal convictions, your credit score, stuff like that

Ok good, I dont have any criminal convictions or bad credit so thats not a problem, i just dont want my current job finding out from them that im leaving, i want to tell them myself.

I think the background chec they do is through a separate service and has nothing to do with your old job, so they won't find out. No worries!

Background checks are to verify previous employment, criminal record (if any), and credit background...(bankruptcy, public records against you, credit card debt, etc.) not credit score though.

They are pretty much going to verify that you did not lie on your job application. If you did... that would be a bad thing.
They will also check to make sure you haven't been arrested... stuff like that.
