for a birthday party i wouldnt.
invite them solo.

Invite them solo and when they RSVP to you and mention that they'd like to bring somebody along then consider it.

I agree, tho it depends on who it is as well as where you're having it and your budget. I'd invite them alone and then if they want to bring someone and it won't be a problem, then let them.
