Maybe this is a dumb question but, is the blusher a part of the veil or is it separate? Someone was telling me you have to buy one that's separate from the veil, but I put my veil on and just thought I put one of the layers over my face. Can anyone clear this up for me?

It can be either!
If you have a two tier veil, you can use the top tier as your blusher. HOWEVER, if it has crystals or pearls, or any type of beading on it, when you put it in front of your face, your photos will look like you have dots on your face. So make sure the part that's over your face is plain.
You can also have a separate or detachable blusher so that you can wear it for the walk down the aisle/ceremony, and then after the ceremony, remove it and just leave your veil(s) under.

I have a two tier veil and if I decide to do the blusher I am just going to put one layer over my face.

yeah my veil is two-tier so if I decide to use the blusher I'll just put the first layer down over my face.
