It has been two weeks now that I am waiting for the paperwork from the board. Is it supposed to take this long? I been calling the real estate and she says they are sending the papers to her. Well that was last week. I want lock in a rate already. Should I call the RA again or my lawyer?

What board are you talking about? A co-op board?
At my co-op... they only meet once a month to discuss new applicants. If you just missed the last meeting... you gotta wait a month in my complex to get approved.

A condo board. When do they have the meeting the beginning or the end?

My co-op usually meets end of the month. Not sure how yours works though... but I think end of the month would be better for them cause they can discuss month-end issues like bills and such.
Can't you call the HOA and ask them when they meet or get an update on your application?
