Seventh Street Cafe in Garden City. Their prices were so reasonable. I had mine there and we only had 35 people.

TJK Cafe in Douglaston
$24.95 pp I think. They are closed during the day on Sundays just for parties.
Food is excellent. It's right on the service road of the LIE by Marathon Pkwy..
