They told me my bustle would be a certain amount of $ per point. What does that mean and any idea how many 'points' are typically in a french bustle?

Totally depends on your dress and type of bustle.
I had a flat price ($95) for my french bustle and I know it is at least 7 points.

The points are the spots where it is hooked, buttoned or tied.
My cousin's had 11 !
Mine has 1.
I am not sure about French bustles though.

mine was a french and i had 9 points at $10.00 a point!

Uh-oh - I hope I don't need too many. I was quoted way more than $10 a point! And it's in my contract. Oh well, I came in under my budget on the dress itself so I guess I can suck it up!

i would shop around and see if you can get it done elsewhere if they are not willing to renegotiate the price, that seems nuts!

Yeah I think it was $10 a point for a regular bustle, but more for the french. I will look into it though, thanks!
