I seem to have eyelids that are oily or something and my eyeshadow and liner all run together.
Something that doesn't break the bank either.

You should try an oil-free base first.

I don't wear a lot of eyeliner (contacts used to kill me - thank god for my lasik!!!) - - but when I do, I wear Almay's liquid liner. It's great - it never runs. And it's only a few bucks...

My Fmil swears by Lancome eyelinear. It is a little expensive though. I buy my mascara from them and its a little over $20 dollars.

this is what I use-- Lancome's Art Liner-- I have been using it for YEARS.. love it-- and it stays on all day- but, it is a felt tip, not a pencil. I think it might be like 27 bucks, but it lasts a long time.

I don't know if I have 'greasy' eyelids or what, but I often have problems with liner coming off into the crease of my eyelid. I started using this new Revlon Liner- I think it is called Color Stay, it is like a crayon with a sharpener and the outer pencil/cover thing is black- and it is awesome! It is only $6 or $7 at drugstores (I get it at Target) and for me it works better than even the expensive ones I have used. Another drugstore one I have used in the past is Almay gel eyeliner- but recently I have had a few that were too firm and hard to apply, so I tried this other one. Good luck! I think you have to keep experimenting until you find the one that works for you and then stick with that one (and hope they don't discontinue it!)

I have always sworn by the Revelon ColorStay eyeliner (pencil, not liquid). And I have VERY sensitive eyelids/eye area (that I cannot use very many products on) and it works like a charm and hardly EVER needs reapplying.
I also can use any of the Almay products, but a lot of them wear off. The one I've found to be most long wearing is Almay Bright Eyes in the purple packaging. It works like a charm as well
I'm not a big fan of liquid eyeliner, but there are many types of those that works well.
