Meredith - MAC makes an eyebrow gel to keep them in place...I love it, it stays all day. I highly recommend it.

I use Maybelline Eyebrow gel - it looks like clear mascara. It works really well, imo. I have full, shaped eyebrows - not quite as full as Brooke Sheilds.

I used Cover Girl's Clear Mascara for years, before they came out with 'eyebrow gel'. It always did the job.

I have used Max Factor's clear mascara for years. It holds my bushy brows in place all day!

I've used CG clear mascara for years. Doesn't feel icky or sticky it just kind of hardens the hairs so they don't move. I would think hairspray would though...

eyebrow gel is the best stuff!! I always seem to have one eyebrow that has a mind of it own!! this stuff keeps it right in line!!!
