Is it an oil painting? The one place that I know of (for paintings) is Sherman's Art Restoration in Sea Cliff, NY. He is a little slow, but excellent.

Berger Brothers on Rte. 110 in Amityville does it. Not sure how good they are, but their other services are good.

there is a place on Lexington and 49th(?) in the city and also a place on 50th St that is really really good.

how bad is it? is it a regular 4x6 type of picture, or a big portrait? i've been fixing up my old pics... i could work on it if you want
