My FH just called and ask if he can have two Best Man. Is that possible? How would that work?

He is torn btw his brother (very shy) and his older cousin ( so not shy).

I am having a maid and a matron on honor because of my maid of honor was shy about the speeech. In my case my FH has no choice but to have two best men. He chose his brother and his best friend.
