Is she trying to scratch there alot? It sounds like allergies to something or could it be fleas?

My dog had that. The vet said that because Chynna is so low to the ground, that whatever is in the grass (pollen, chemicals, ect) they tend to cause irritation on the belly area in small dogs. I wonder if this is the same thing?

he said that it is common in puppies and esp since she was rolling in the grass. He gave her antibiotics for her belly and antibiotic eye drops for the scratch in her eye to help it heal and prevent infection. My expensive little baby! But I love her anyway

Glad that Casey is ok and trust me look into pet insurance. Xena has a pre-existing undiagnosised (actually unidentifiable illness) condition and we were told she is not eligable, everytime she has one of her 'attacks' she costs us around $500 just to get her well enough to take home.
