if i have a semi-cathedral train, does the cathedral veil have to be that long???? or could it just end once it hits the floor (ie. go straight down to the back of my feet)

You can were any length.
Just make sure it does not 'cut' any of the design on the dress.
I think if you don't want to do a cathedral veil, you should go for a fingertip length. It might look odd to have a veil that stops at the the bottom of the dress (right before the train starts?).
But I have not see your dress so I am not sure.

One of the dresses I looked at had a full cathedral length train- I wanted a long veil too but the design on the dress was so intricate I didn't want to take away from it-- she suggested a veil that was a foot or 2 longer than the train- this way you could see the whole dress since when you walk the veil stays off the floor except for the end!-- I thought it was agreat idea!
