I'm with you Melanie - I think it's practical - plus it's $2 and the notepad would prob be about that so $4 / favor isn't all that bad but people would prob think it was less expensive - therefore cheesy...

I thought it was going to be personalized and a little more wedding-y. I'd go with something else.

Many places that do promotions will do screening of a logo or saying on the pen but your paying for a setup fee (usually $30-$50) plus the pen cost. It actually could be more expensive then you think. I would check the pricing then figure it out. Pads can be cheaply done depends on what you want.
I don't think its a bad idea if you package it the right way with a little tag on it saying thank you and some cute saying about using the pen and pad.
I am in the process of doing our favors which is a complete nightmare. I thought it would be cheaper then what quotes I am getting but fh and i have our mind set and we won't change our concept.
