Do you think they are necessary to have? One day I think I need them the next day I think they are a waste.

I am going through the same thing!!! if I decide to do them I am only doing a very small number and I will be making them on my own.

they are definitely not necessary. If you are having a pretty straight forward ceremony, most people know the order of things. If you have a lot of other things incorporated (special reading, unity candle, etc) it's nice to have it to follow along.
But don't feel that you HAVE to have them. If you have the money and the time to do them, great! If not, no one will miss them.

Since we aren't doing full mass, we probably aren't making programs

I think they are necessary for a full mass. I like having something to follow and know the timeline and what I'm listening to.
