Is it strange to not have seating for everyone at the cocktail hour? The room is a bit smaller than the main RH, so there won't be enough seating for everyone.

It depends on your guests - if you have a lot of older guests they all may want to seat but the younger people are more likely to stand and mingle.

also people will sometimes eat and then stand up. They dont necessarily stay seated for a long length of time

this. We had ample seating for everyone during the CH (both indoor and out) and there were still people standing and talking with the food in their hand. I hardly ever sit at a CH at a wedding.
