for the rose petals - who hands them out?

it depends... if you have a DOC they do it, if not, talk to your limo company. a lot of them have their drivers do those kinds of things. OR you could appoint a family member to do it.

if it's an outdoor ceremony you could have the cones on the seats.

They are usually put in a basket or something like that and someone that is not busy hands them out, lololol

I'm not sure because I'll be getting married on a friday... i hadnt planned for a lot of people at the church but now i'm worried i don't have enough church stuff.
i'd say do at least 50 if you are inviting over 125 guests.
