loose crystals or rhinestones or adhesive numbers made of such so I can stick the numbers to the front of the picture frames... I looked at MIchaels and Wal Mart but can't find what i'm looking for, any other ideas?

they have loose crystals at acmoore or michaels, but im not sure if you really want to glue each crystal into a # form, that might take a while

try the garment district. there's so many stores with rhinestones, gems and ribbons.
