There are a few ways to make them. Do a search on cry packs, a few girls posted how they did theirs.

i'm a past bride - i got my 'cry pack' instructions from Martha Stewarts website - i'll bet you can still find it..
if i can figure out how to attach a photo here...

yep its usually a tissue in some sort of an enevelope that guests are given as they enter your ceremony...
