It's a toss bouquet made of of little bouqets that have fortunes on the ribbons...so when you toss the bouquet at the reception, it splits apart into a bunch of mini ones that each have a fortune like 'You will marry the boy next door' or 'you will marry your true love'

I love that idea too - one of my BMs did that for her wedding last June, except without the fortunes. The girl who caught the flower with the yellow (I think) ribbon was the one who had to do the Garter thing.
It was so cute - she told me afterwards that she wanted to toss a lot of bouquets so all her friends could catch one.
