this is what you do:

1. send out the stds to the people you have addresses for
2. put the remaining in envelopes with stamps
3. hand those f'ers to your FMIL and say, 'here are the stds for your guests. the others have already gone out, but since you didn't get me your address list and i'm too busy to address them now, you'll have to address and send them out.'

i had a similiar issue..i told FH the date that they were getting sent, and if addresses weren't in, the STD wasn't getting sent

alllll the addresses came in on time

i would drop the argument and just sent the std's to whoever is on ur list. ohh welll!!!! she couldnt give u a guest list? then they dont get one

This is a good idea, but you should make sure she gives you the addresses b/c when it comes time for invites to go out, you'll be in the same situation!!!!!!!!
