I am sorry, but having a destination wedding costs the people in your wedding party additional $$$. My sister had a destination wedding last year and my mom thought it would be terrible to ask the BM's to help throw a shower on top of the cost of their dress, flight, hotel, gift, and so forth that
her and I paid for everything and didn't ask the girls for one cent.
I am getting married 7/4 and my mom and sister are throwing my shower. Apparently my family never heard of the BM's paying for that until I was in a wedding a few years ago. We were shocked when the MOH asked me for $$$ months after the shower. In my family, it has always been the mother and sisters who plan it.
I guess just be open with the BM. Get a total cost and let them know up front what it will be. Hopefully there is plenty of notice that they could save up.

good luck! when you get that many girls together .. it's always going to be difficult to have everyone get along w/o any issues... esp when there is money involved, but maybe if you get the chance to sit down with them or even send them an email, and tell them that you guys are all in this current situation because of the bride, then maybe that'll open their eyes a little and help them realize that it's not about what they want, but what's best for the bride.

Sorry to hear about the drama! similar thing happened to a group of my friends. she had a destination wedding and her sister and mom ended up paying for the shower since the bp had spent so much money on their dresses, shoes, hotel etc. It does seem like a lot of effort to ask the bp to pay for the shower along with everything else but you want to throw a small party for your friend on ur own that would be fine. In fact, she might love the idea!
