Apparently he couldn't figure it out, so he sent it over to the FBI to decifer.

They couldn't either, so they sent it over to the CIA. They knew right away what it meant.

It read:

3-7-0-H-5-5-V 0-7-7-3-H

The CIA sent it back to Bush and told him he couldn't figure it out because he was reading it upside down!!!!
