We ordered our flowergirl and youngest bridesmaid's dress from Pegeen. I doubt you'd be able to return them as they're custom made, but I'm sure some allow returns, especially if it's a regular clothing store, just online.
there's a new site called gagas.com where you can rent them for 3 weeks. cost is between $20 - $50. i plan on using them, but have to check to see if alterations are allowed.
I have been looking at flowergirlus.com, it was recommended by someone on this site before and the dresses are adorable. I haven't ordered anything yet since my wedding is so far away, but hopefully you might find something on the site!
I plan to order mine from ebay. I have found some good quality stuff for reasonable prices. I refuse to spend $$$$ on a dress that the child will never wear again because they will grow out of it a month later......
