Does anybody know when we light the Memory Candle in a Catholic Mass?

Before the actual ceremony or the beginning of Mass?

I was actually thinking about this yesterday.
I am going to have my cousin Kim give a short welcome to everyone before the ceremony starts and have her walk over and light the candle after she mentioned what she was doing in her welcome. As soon as she is done....the mass will begin with the procession.
