have you considered using vellum and then adhering them with glue dots?

yes i have but because of the shape of the votive the paper wiil not lay flat on the glass ..i have about 90 votives and cannot do what i want with them so frustrating

Try starting the vellum at the bottom and then working upwards. I would use a piece of regular paper first to make a template. Wrap the paper around the votive (starting at the base and working upwards- it won't be exactly even because of the curve in the base) and trim any excess. Then trim the edges so it's smooth. That should work.
