it looks like you pull the two loops through the holes and then i guess you can hot glue the back so that they don't stick out

OK Thank you everyone! I thought that maybe there was something behind the bow that I had to do. Like tie it or something so that it wouldn't come apart. Hot glue is a good idea.

that type of ribbon looks like it would come apart because its a satin material...glueing it together would probably be your best bet...either way good luck your placecards are going to be beautiful
