White tie is the most formal dress. It is reserved for extremely formal affairs such as White House dinners, etc..
Specifically: White tie can only be worn with a white shirt with a stiff wing collar, white bow tie and starched white waistcoat. White or gold studs should fasten both the waistcoat and shirt. A top hat and white gloves are optional, but are rarely worn nowadays.

Black tie means men must black tux with black tie and woman must wear evening gowns, white tie means you must wear a tux with a white tie and woman must wear ball gowns, at least that is the way it was explained to me.
