What causes a dog to just constantly bark?

My neighbors dog, when he goes out, just is a non-stop barker. From the second he goes out till he goes in. I was wondering if there was anything we could suggest to our neighbor since this is her first dog on how to make it stop barking, or just not bark as much.

what is it barking at? is it barking because it wants/needs attention? I think there is a device that goes around the collar that you can administer a small shock (similar to the electric fence) when they bark

I have no friggin' clue what it's barking at. He just goes outside and goes nuts.
