I want to make a donation to the ASPCA as a favor and include a pic of our dogs somehow. Originally I had seen some cute cookies shaped like treats that I wanted to put in a bag to give the guests something to take home but, the ones I had wanted turned out to be $10 a cookie! Does anyone have any other ideas for something to give along with the donation card?

picture frames with pics of your dogs on them and a little saying about the donation? coasters with pics of your dogs on them? Scrolls with pics of your dogs and a saying about what you're doing?
You can probably find cookies for cheaper, but then some of your guests might wonder if they were doggie treats or people treats!
You can do Christmas ornaments with their pictures on them?

maybe you could bake cookies yourself in the shape of a dog-bone (or a dog!) and bag them yourself and tie a ribbon around it with a card saying that in lieu of a favor, you are making a donation to the ASPCA. i think that's awesome that you're donating to that charity!!!

I did the same thing for my favors!
I got dog bone shaped candy from Oriental Trading Company and bought small organza bags to hold them on Ebay. The bag had drawstring ribbon which we attached a small card explaining the favor. People loved them! Total for the favors was less than $3 each. I'll try and find a picture for you.

I LOVE your idea. I would attach a little saying or scroll to your cookie idea. FM me if you want someone who does unusually shaped cookies. We are using her for our wedding. She is very creative!!!
