Can cap sleeves be added to any sleeveless dress, if so how much does that usually cost and can any reputable tailoring place add them?

also about your dress storage question, did you ask the shop about that too?

I think it can be done to pretty much any dress (at least that's the impression I got when I was dress shopping).

I agree that you should contact the person doing the alterations.
