Re: DUMBO in BROOKLYN
It's just an area of Brooklyn..... like Park Slope or Bed-Stuy.
DUMBO, an acronym for Down Under the Manhattan Bridge Overpass[1], is a neighborhood in the New York City, New York borough of Brooklyn. It encompasses two sections; one located between the Manhattan and Brooklyn Bridges, which connect Brooklyn to Manhattan across the East River, and another which continues east from the Manhattan Bridge to the Vinegar Hill area.

You don't need a permit to take photos on the street in Dumbo. There is also a park along the water that is open to the public. I think its called East River Park or something like that. No permit required. There are also some brides here with photos at the 'Fulton Ferry' landing. That is also a public space in Dumbo right on the water too. The Brooklyn Heights Promenade is also close by and open to the public,
Anyway, while you're there - look for this guy. That's David Beckham - he lives in the neighborhood when he is in NY and I hear he is often in the park kicking soccer balls around !
