Ebay Question

I won an auction last week.

I requested a final invoice from the seller for the shipping charges to my PO Box of course I pay that amount.

Now she is coming back saying she is trying to ship UPS but cannot to a PO Box (which I told her about when I requested the final amount due) but if I want to ship to the PO Box it would cost more.

Can she do that?? I was up front about the address. And is UPS really less expensive then the post office??

I think smaller things - USPS is cheaper...larger things UPS is cheaper...

I don't know how heavy this package is but it can't weigh more then 3 pounds.

But can she raise the price after I clearly requested the total price including shipping with insurance to PO Box X??

As it is I paid $9 for shipping and handling. Now she says if I want a PO delivery it will be an additional $2 for insurance and confirmation.
